Boring Speech costs 1 and can be done once a day. As it gives the equivalent of 1 to everyone in the room, every audience memeber after the first one means a net benefit.

Realistically, this will rarely mean a gain of more than 3-4 per day for the crew (as people gathering to hear the speech would spend nearly as many as they get), and is thus nowhere near Logistics Expert.
But it helps nonetheless (especially Terrence, who runs as fast as anyone), and the quick boost can be useful in a pinch.

As with Leader, being Gagged probably does not affect this ability. TODO: confirm
