The Water Stick is not a usable item on its own, but it unlocks two researches: 
Perpetual Hydration, which is supposed to give some 
Bug: Gives no at the moment, and Tesla SUP2X, which doubles the maximum number of Tesla charges in turrets.
As with other Researches that require objects, the Water Stick needs to be in the Lab's inventory (or your own) at the time of Research.
